Yes. You sell your work: adapting, content, setup, care. The licence covers using the design in the client’s site; you only may not resell the design itself as a template.
Which export should I use?
Astro if you host static sites and want speed, HTML if the client has plain web space, WordPress (block theme) if the client wants to edit in WordPress.
